అవినీతి అంతంతోనే సుపరిపాలన సాధ్యం అన్న సదవ గాహనతో ఆంధ్రప్రదేశ్‌
ప్రభుత్వం అవినీతి, అక్రమార్కుల భరతం పట్టేందుకు ఆస్తుల సత్వర స్వాధీనం
ప్రత్యేక కోర్టుల ఏర్పాటు బిల్లును శాసనసభలో ప్రవేశపెట్టి ఆమోదించడం శుభ
పరిణామం. కొరగాని చట్టాలు తమను ఏమీ చెయ్యలేవన్న ధిలాసాతో అవినీతిపరులు
చెలరేగిపోతున్న వేళ అటవీ, కస్టమ్స్‌, స్మగ్లింగ్‌ వంటి చట్టాల తరహాలో
అక్రమాస్తుల సత్వర స్వాధీనానికి నూతన బిల్లులో ఏపీ ప్రభుత్వం ప్రాధాన్యం
ఇచ్చింది. అవినీతి కేసుల సత్వర విచారణకు ప్రత్యేక న్యాయ స్థానాన్ని
ప్రతిపాదిస్తూ అనవసర వాయిదాలు, కాలహరణ లేకుండా ఏడాదిలోగా విచారణ ముగించాలని
ఈ బిల్లు ముఖ్య ఉద్దేశం.
అవినీతిని కట్టడి చేస్తే అభివృద్ధికి పునాదులు ఎలా పడతాయో సింగపూర్‌
అనుభవం మనకు సోదాహరణంగా చాటుతుంది. అవినీతి నిరోధక చట్టం కింద కేసుల విచారణ
పూర్తయ్యేందుకు ఇప్పుడు 8 ఏళ్ళకు పైగా సమయం పడుతుంది. ఇకపై రెండేళ్ళలో
విచారణ ముగించాలంటూ కేంద్ర ప్రభుత్వం చేసిన చట్ట సవరణ ప్రతిపాదన కంటే ఏపీ
ప్రభుత్వం శాసన సభలో ప్రతిపాదించిన ఆస్తుల సత్వర స్వాధీన బిల్లే మెరుగ్గా
వుంది. చట్ట పరిధిలో ప్రభుత్వ ఉద్యోగులతో పాటు, ప్రజా ప్రతినిధులు వుండటం
కొత్త
చట్టంపై ఆశలు మెండుగా కనిపిస్తున్నాయి.
ఆంధ్రప్రదేశ్‌ ఆర్ధిక సంస్థల మదుపుదారుల పరిరక్షణ 1999కి సవరణలు చేస్తూ
ప్రవేశపెట్టిన బిల్లుకు ఏపీ శాసనసభ ఆమోదించడం అభినందనీయం. అవినీతికి
పాల్పడి అక్రమాస్తులు కూడబెట్టే అధికారులు, ప్రజా ప్రతినిధుల గుండెల్లో
గుబులు పుట్టించే 2 కఠిన చట్టాలు శాసనసభలో ఊపిరి పోసుకున్నాయి. ఈ చట్టాలు
అమలులోకి వస్తే రాష్ట్రంలో కొత్తగా ఆర్ధిక సంస్థలు ఏర్పాటు చేసేవారు వారంలో
తమ సంస్థ చేయబోయే వ్యాపార వివరాలు సంబంధిత జిల్లా కలెక్టర్‌, ఎస్పీకి
పూర్తిస్థాయి నివేదిక అందించాలి. ప్రతి మూడు నెలలకొకసారి వారి వ్యాపార
కార్యకలాపాల నివేదికలను ఉన్నతాధికారులకు అందించాలి. నిర్దేశిత గడువు లోపు
త్రైమాసిక నివేదికలు అందించని సంస్థలకి రూ.50 వేల జరిమానా విధిస్తారు.
దరావత్‌ తిరిగి చెల్లించకపోయినా, చెప్పినట్లు వడ్డీ ఇవ్వకపోయినా ప్రమోటర్‌
భాగస్వామి, డైరెక్టర్‌, మేనేజర్‌తో పాటు ఆ వ్యవహారాల్లో పాలు పంచుకున్న
ఉద్యోగులు అందరూ బాధ్యత వహించాల్సి వుంటుంది. అలాంటివారికి గరిష్ఠంగా
పదేళ్ల జైలు శిక్ష, 5 లక్షల జరిమానా విధిస్తారు. నిందితులపై
నాన్‌-బెయిలబుల్‌ కేసు నమోదు చేస్తారు. ఎవరైనా బెయిల్‌ కోసం దరఖాస్తు
చేసుకుంటే దానిపై పబ్లిక్‌ ప్రాసిక్యూటర్‌ వాదనలు విన్నాకే న్యాయస్థానం
వాదనలు వినాల్సి వుంటుంది. ఏ ఆర్ధిక సంస్థ అయినా ప్రజల డిపాజిట్లు తిరిగి
చెల్లించలేని స్థితిలో ఉందని ప్రభుత్వం భావిస్తే ఆ సంస్థ ఆస్తులతో పాటు,
లబ్ధి పొందినవారు, లేదంటే అప్పులు తీసుకొని తిరిగి చెల్లించని వారి
వ్యక్తిగత ఆస్తులను స్వాధీనం చేసుకునే అధికారాన్ని ప్రత్యేక న్యాయస్థానాలకు
కట్టబెట్టారు. ఇలా జప్తు చేసిన ఆస్తులను న్యాయస్థానం ఏడాది లోపు
విక్రయించి బాధితులకు డబ్బు తిరిగి చెల్లించే విధంగా బిల్లు రూపొందించారు.
అవినీతి, అక్రమార్జనతో కూడబెట్టిన ఆస్తులను సత్వరం స్వాధీనం చేసుకొని ఆ
కేసులను సత్వరమే విచారించేందుకు ప్రత్యేక న్యాయ స్థానాలను ఏర్పాటు
చేయబోతున్నారు. ప్రజా సేవకుల పరిధిలోకి వచ్చే ప్రభుత్వ ఉద్యోగులు, ప్రజా
ప్రతినిధులు అవినీతి చర్యలు ద్వారా ఆస్తుల సంపాదించిన వారిపై వున్న
కేసుల్లో నిర్ధారణ జరిగిన తర్వాతే వాటిని జప్తు చేసే అధికారం ప్రభుత్వానికి
వుంది. కానీ ప్రభుత్వం శాసనసభలో ఆమోదించిన బిల్లులో ప్రత్యేక న్యాయస్థాన
చట్టం ద్వారా అవినీతిపరుల ఆస్తుల జప్తు ప్రక్రియ వేగవంతం కానుంది. ఇటువంటి
కేసుల కోసం నియమించే చట్టబద్ధ అధికారి ఆధ్వర్యంలోనే ఈ ప్రక్రియ సాగుతుంది.
అవినీతి ద్వారా సంపా దించిన ఆస్తులను గుర్తించి నేరారోపణకు గురైన వ్యక్తికి
చట్టబద్ధ అధికారి నోటీసు జారీ చేస్తారు. 30 రోజుల్లోగా అవి అవినీతి ద్వారా
వచ్చిన ఆస్తులు కాదని నిరూపించుకోవాల్సి వుంటుంది. నిరూపించు కోలేని
పక్షంలో వాటిని ప్రభుత్వం స్వాధీనం చేసుకునే అధికారం వుంటుంది. నోటీసు జారీ
చేసిన తరువాత ఆ ఆస్తులను మరొకరికి బదలాయించడం కానీ, విక్రయించటం కానీ
చెల్లదని ప్రత్యేక న్యాయ స్థానాల చట్టం స్పష్టం చేస్తుంది.
గుర్తించిన ఆస్తుల్లో కొంత మేరకే అవినీతి ద్వారా కూడబెట్టినవి అని తేలితే ఆ
ఆస్తులను ఆమేరకే స్వాధీనం చేసుకుంటారు. ఈ కేసులను విచారించేందుకు ప్రత్యేక
న్యాయస్థానాలను సెషన్స్‌ జడ్జి అధ్యక్షతన ఏర్పాటు చేయనున్నారు. స్వాధీనం
చేసుకున్నా ఆస్తులను రాష్ట్ర, ప్రజా సంక్షేమం కోసం వినియోగించనున్నట్లు
రాష్ట్ర ప్రభుత్వం శాసనసభకు తెలిపింది. 2006లో బీహార్‌, 2007లో ఒడిశా
ప్రభుత్వాలు తెచ్చినట్లు గానే ఏపీ ప్రభుత్వం అవినీతి కేసుల సత్వర విచారణకు
కఠిన నిబంధనలతో అక్రమార్కులు జైలుకు వెళ్లడంతో పాటు వారు సంపాదించిన
ఆస్తులను ప్రభుత్వం స్వాధీనం చేసుకునే విధంగా చట్టం తేవడం అభినందనీయం.
ఈపాటికే పదేళ్ల పరిపాలనలో జరిగిన మొత్తం అవినీతి బాగోతాలపై దర్యాప్తు మొదలు
అయ్యి వుంటే అవినీతి చెర నుంచి రాష్ట్రం కొంతవరకు అయినా బయట పడగలిగేది.
అట్లాగే అక్రమ సంపాదనలని జప్తు చేసేందుకు వీలు కల్పించే 61, 62 సెక్షన్లు
భారత శిక్షాస్మృతిలో వుండేవి. వాటికి తిరిగి ప్రాణ ప్రతిష్ఠ కల్పిస్తే
అవినీతి నియంత్రణ కొంతైనా సాధ్యపడుతుంది.
అభివృద్ధి చెందిన దేశాల్లో క్రమంగా అవినీతి తగ్గుతుంది అభివృద్ధి
చెందుతున్న దేశాల్లో, రాష్ర్టాల్లో అది పెరుగుతుంది. ఈ నేపథ్యంలో
అభివృద్ధికి పెద్దపీట వేసి అవినీతికి అడ్డుకట్ట వేసి జాతి ఔన్నత్యాన్ని
కాపాడుకోవాల్సిన బాధ్యత అందరిపైన వుంది. అవినీతి ప్రజా జీవనాన్ని, ఆర్థిక
వ్యవస్థను కకావికలం చేస్తున్న ప్రస్తుత పరిస్థితుల్లో మార్పు అత్యావశ్యకం.
అవినీతి వల్ల సగటు జీవి బ్రతుకు దుర్భరం అవుతుంటే ఏటా సంపన్నుల ఆస్తులు
వందల రేట్లు పెరిగి పోతున్నాయి. కాంగ్రెస్‌ పదేళ్ళ పరిపాలనలో పెట్రేగిన
అవినీతి దేశానికి, రాష్ర్టానికి ఎంత చేటు చేసిందో ప్రజలందరికీ తెలుసు.
అవినీతిని అంతమొందించడం అందరి ప్రథమ లక్ష్యం కావాలి.

Notification
for Admissions in to TS BC Study Circles for free coaching in
Telangana State Public
Service Commission Group – I to Group – IV Services - 2015.
Applications are invited from
eligible candidates belonging to Backward Classes (BCs), Scheduled Castes (SCs)
and Scheduled Tribes (STs) for Common Screening Test for free coaching for
Group – I to Group – IV Services Examinations to be conducted by the Telangana Service
Public Commission.
TSPSC
Groups 1,2,3,4 Free Coaching to BCs,SCs,STs
The Duration of coaching is 90 days
or upto the date of exam of either Group-I (Prelims) and Group-II written
(Objective Type), conducted by TSPSC, whichever is less. (The Dept. may modify
the duration as per schedule of the exam conducted by TSPSC.
ELIGIBILITY CRITERIA
1. The candidates shall posses the
qualifications which are mentioned in the Notification issued by T.S. Public
Service Commission (TSPSC).
2. The candidate’s family income
shall not exceed Rs. 1.00 Lakh per annum.
3. No person who is already working
in any post in any cadre is eligible for this training.
4. The candidates who have already
availed the coaching programme from this institute are not eligible for the
present coaching programme.
5. The selection process of the
candidates for the coaching programme is based on the Marks Obtained in the
Online Screening Test, and preference given by the Candidate (i.e., for Gr.-I
& Gr.-II coaching) in the Online Registration form and Reservation
Percentage.
6. The seats are allocated to the
candidates of different categories as follows
BCs – 66%, SCs – 20% & STs –
14%.
7. If the Marks being the same,
unrepresented BC Community candidates, Woman Candidates and Physically
Handicapped Candidates are preferred in the same order.
8. The Department has a right and
may change any guidelines or norms as per the circumstances.
Free coaching will be provided to
the selected candidates in T.S. Study Circles for BCs, in their Native
Districts only @ 100 No’s per BC Study Circle. Apart from free Coaching, Study
Material and Stipend will be provided. A combined TSPSC
Group-I (Prelims) & Group-II written (objective type) will be provided for
the selected candidates from 13-10-2015
The candidates shall register
through online only in the website tsbcstudycircles.cgg.gov.in from 20–09–2015
onwards. The relevant certificates i.e., Certificates must be uploaded online
by the Candidate at the time of Registration.
