Andhra Pradesh Geography

Andhra Pradesh (About this sound pronunciation (help·info), translation: Province of Andhras), abbreviated A.P., is a state situated on the south-eastern coast of India. It is India's fourth largest state by area and fifth largest by population. Its capital is Hyderabad and largest city is Hyderabad. The State has the second longest coastline (972 km) among all the States in India, the longest coastline being that of Gujarat (1600 km).
Andhra Pradesh lies between 12°41' and 22°N latitude and 77° and 84°40'E longitude, and is bordered by Maharashtra, Chhattisgarh and Orissa in the north, the Bay of Bengal in the East, Tamil Nadu to the south and Karnataka to the west. Andhra Pradesh is historically called the "Rice Bowl of India". More than 77% of its crop is rice, Two major rivers, the Godavari and the Krishna run across the state. The small enclave (12 sq mi (30 km²)) of the Yanam district of Pondicherry (Puducherry) state lies in the Godavari Delta in north-east of the state.

Andhra Pradesh Climate is generally hot and humid. The major role in determining the climate of the state is played by South- West Monsoons. But the winters in Andhra Pradesh are pleasant. This the time when the state attracts most of its tourists.

Summers in Andhra Pradesh last from the month of March to June. During these months the moisture level is quite high. In the coastal plain the summer temperatures are generally higher than the rest of the state. In summer temperature generally ranges between 20C and 40C At certain places the temperature as high as 45 degrees on a summer day.

July to September is the season for tropical rains in Andhra Pradesh. The state receives heavy rainfall during these months. About one third of the total rainfall in Andhra Pradesh is brought by the North- East Monsoons. Sometime around the month of October winter arrives in the state. October, November, December, January and February are the winter months in Andhra Pradesh. Since the state has a reasonably long coastal belt the winters are not much cold. The range of winter temperature is generally 13C to 30C.

You need to be well prepared with summer clothes in order to tour the state during the summer months. Andhra Pradesh Climate does not permit all sort of clothing. Cotton clothes are best suitable to cope with the Climate of Andhra Pradesh.

Since the Andhra Pradesh Climate is not much favorable during the major part of the year, so October to February is the best time to visit the state.

యూనిట్- 6  - రాష్ట్ర ప్రభుత్వం  

1.     గవర్నర్ నియామకానికి అర్హతలు(IMP):

1)    భారతదేశ పౌరుడై ఉండాలి.

2)   35 సం. వయస్సు నిండి ఉండాలి.

3)   లాభసాటి పదవిని  నిర్వహించకూడదు.

2.     రాష్ట్రకార్యనిర్వహణాశాఖ(IMP):  రాష్ట్రకార్యనిర్వహణాశాఖ గవర్నర్ , ముఖ్యమంత్రి, మంత్రిమండలి తో ఏర్పడుతుంది. రాష్ట్రశాసనశాఖ చేసిన చట్టలను కార్యనిర్వహణాశాఖ అమలుచేసుంది.

3.     గవర్నర్ కు ఉన్న చట్టబద్ధమైన రక్షణలు:  

a)   అధికార విధుల వినియోగం నిర్వహణలో గవర్నర్ ఏ న్యాయస్థానానికి జవాబుదారీగా ఉండరు.

b)   గవర్నర్ పై ఏ విధమైన సివిల్, క్రిమినల్ సంబంధమైన వివాదాల గురించి విచారించకూడదు.

c)    అతడిని నిర్భందంలోకి తీసుకోకుడదు.

4.     గవర్నర్ వివేచనాధికారలు(IMP) :

a)   ముఖ్యమంత్రిని ఎంపిక చేయడం

b)   రాష్ట్రమంత్రిమండలిని తోలగించడం

c)    విధానసభను రద్ధుచేయడం

d)   రాష్ట్రపతి పాలనను విదించమని రాష్ట్రపతికి ఒక లేఖ వ్రాయడం

5.     ముఖ్యమంత్రి నియమాకం(IMP):    రాష్ట్ర విధనసభలో మెజారిటీ పార్టీ నాయకూడిని గవర్నర్ ముఖ్యమంత్రిగా నియమిస్తాడు, ముఖ్యమంత్రి సలహాతో గవర్నర్ రాష్ట్ర మంత్రిమండలిని ఏర్పట్టు చేస్తాడు. ముఖ్యమంత్రి  రాష్ట్రానికి వాస్తవ కార్యనిర్వహణాధికారిగా ఆధికారలను చేలాయిస్తాడు.

6.     రాష్ట్ర మంత్రిమండలి నిర్మాణం:                   రాష్ట్ర మంత్రిమండలిని ముఖ్యమంత్రి సలహామెరకు గవర్నర్ నియమిస్తాడు. అందులో 1. కేబినెట్ మంత్రులు 2. స్టెట్ మంత్రులు  3. డిప్యూటీ మంత్రులు ఉంటారు.

యూనిట్- 7  - రాష్ట్రశాసన నిర్మాణశాఖ

1.  విధన సభ(IMP):        విధనసభనే రాష్ట్ర శాసనసభ అనీ, అసెంబ్లీ అనీ అంటారు. అందులోని సభ్యులు ఓటర్లచే ఏన్నుకోబడుతారు. విధనసభలో ఒకరిని ఆంగ్లో ఇండీయన్ ని గవర్నర్ నామినేట్ చేస్తాడు.

2.  విధానపరిషత్త్(IMP)    విధానపరిషత్త్ నే శాసనమండలి అని అంటారు. ప్రస్తుతం భారతదేశంలో ఆరు రాష్ట్రాలలో  విధానపరిషత్త్ లు ఉన్నాయి. విధానపరిషత్త్ లో రెండు రకాల సభ్యులు ఉంటారు. 1 ఎన్నికయ్యె సభ్యులు 2. నామినేట్ సభ్యులు. మొత్తం సభ్యులలో 1/6 వంతు సభ్యులును గవర్నర్ నామినేట్ చేస్తాడు.

3.  విధనసభకు పోటి చేయుటకు కావలసిన అర్హతలు:

a)   భారతదేశ పౌరుడై ఉండాలి.

b)   25 సం. వయస్సు నిండి ఉండాలి.

c)    లాభసాటి పదవిని  నిర్వహించకూడదు.

d)   పార్లమెంట్ నిర్ణయించిన అర్హతలు కలిగి ఉండాలి.

4.  స్పీకర్(IMP):      శాసన సభలు సక్రమంగా నడపడంలో స్పీకర్ పాత్ర కీలకమైనది. ప్రభుత్వ,ప్రతిపక్షాల పట్ల సమదృష్టి, నిష్పక్షపాత వైఖరి కలిగి ఉంటాడు. వివిద సభాసంఘాలను ఏర్పరచి అధ్యక్షులను నియమిస్తాడు.

5.  ప్రభుత్వ పద్ధుల కమిటి(IMP):

a)   ప్రభుత్వ నిర్వహణకు అవసరమైన మొత్తాలను పరిశిలిస్తుంది.

b)   కాగ్ నివేదికను పరిశిలిస్తుంది.

c)    ప్రభుత్వ పద్ధుల ఆదాయ వ్యయలు లాభనష్టాలకు సంబందించిన అంశాలను పరిశిలిస్తుంది.

6.  అంచనాల కమిటి(IMP):

·         ప్రభుత్వ అంచనాలకు, ఆర్థిక సంస్కరణలకు సంబందించిన సూచనలు ఇస్తుంది.

·         ప్రభుత్వ పాలనలో సామర్థ్యన్ని,ఆదాను  పెంచడం

·         దిగువ సభ సమర్పించిన అంచనాలను పరిశిలిస్తుంది.
